Deposit copies
The University and State Library (ULB) of Saxony-Anhalt, as the state’s regional library, is tasked with collecting and archiving all printed materials published in the state of Saxony-Anhalt, as well as electronic publications. The library is therefore responsible for collecting, cataloguing, describing and archiving printed works and online publications in order to preserve Saxony-Anhalt’s printed and digital cultural heritage.

Legal Basis
The legal basis for this task is Section 11 of the Press Act for the State of Saxony-Anhalt as set out in the notice of 2 May 2013.
Section 6(1)
„For the purposes of this Act, “printed works’ means all written works, sound recordings, visual representations, musical works and other data carriers containing information, produced by means of a reproduction process suitable for mass production and intended for distribution.”
Section 11(1)
„For every printed work (section 6), which is published within the scope of this Act or which specifies a place within that scope, alongside another place, as its place of publication, the publisher must deliver one copy free of charge to the University and State Library of Saxony-Anhalt in Halle within one month of its publication (legal deposit copy). The first sentence applies mutatis mutandis to the printer or other producer if the printed work has no publisher.“
Section 11(6)
„Paragraph 1 shall apply mutatis mutandis to digital publications, provided that the obligation to deposit applies to any person who distributes the relevant data carrier, such as a publisher or an equivalent printer or other producer within the meaning of paragraph 1, or who is authorised to make the relevant digital publication publicly accessible, and has its registered office, a permanent establishment or principal place of residence in Saxony-Anhalt. Deposit shall be made in accordance with the regulations referred to in paragraph 2. The University and State Library of Saxony-Anhalt shall, in consultation with the German National Library, lay down the technical standards to be observed in connection with deposit.“
The delivery terms are set out in the Regulation on the Implementation of the Obligation to Deposit Printed Works and Digital Publications as set out in the regulation of 17 December 2010.
§ 1 (1)
„The deposit of printed works and digital publications in accordance with Section 11(1) and (6), first sentence, of the State Press Act, as amended on 20 March 2010, must be made by those subject to the deposit obligation (publishers, printers or other producers).“

Collection guidelines for mandatory electronic copies
The following are collected:
- Publications by districts, local authorities or associations of local authorities
- Publications of public interest, published by companies and institutions
- Online publications in the form of accounts of the history of institutions or public organisations and associations
- Online publications appearing in parallel: here, preprints and postprints that differ from the final version, and publications relating to a physical media work
- Online newspapers and magazines
- E-books
- Cartographic works
- Sheet music
- all elements, software and tools which, in physical and electronic form, are recognisably part of the online publications subject to collection.
Films, radio programmes, audio files and websites are not collected.

The authors or publishers of online publications may specify the form of access:
- Unrestricted publication on the internet
- Restricted online publication by Martin Luther University

Saxony-Anhalt State Library - Single-user licence. Access on selected computers within the ULB

Delivery options
- Submission of the online publication as a PDF, ePub or TIFF document by email to the ULB, specifying the distribution rights
- Information sent by email, including the URL of the online publication, for collection by the ULB
