Implementing provisions
In accordance with Section 27 of the aforementioned Terms of Use, the ULB Management has issued the following supplementary implementing provisions:
Regulations governing the use of individual workstations
- The University and State Library (ULB) can provide a limited number of individual workstations for long-term academic research.
- An individual study desk may be requested from library staff upon presentation of a user card. In the case of PhD students, a certificate of enrolment in a PhD programme must be presented. Allocation is carried out by the relevant branch library management and is based on the order in which applications are received and the reasons given for use. Individual study spaces may be used once the application has been approved by the ULB.
- The period of use is six months; a one-off extension is possible. Any further extension will be decided by lottery, subject to availability.
- Use of the individual study spaces is free of charge and must be reported to the staff at the circulation desk on each day of use. Should it not be possible to use the space for more than two weeks for compelling reasons, users must inform the relevant branch library by telephone or email.
- In some cases, users may be issued with keys to use the trolleys. These must always be returned to the circulation desk.
- Charges and costs incurred in repairing damage caused by improper use are governed by the relevant fee and charge regulations applicable to the University and State Library. The same applies to the loss of a key.
- Personal belongings and items from the ULB’s collection that have been borrowed onto your own library account may be stored securely at individual study desks whilst your library card is valid. Items that have not been borrowed must be returned to the shelves on the same day.
- The library may revoke the user’s access rights if
- if the individual workstation remains unused for more than two weeks,
- unposted media are kept at an individual workstation overnight, or
- the individual workstation is used solely as a storage area or is being used inappropriately.
- All users who make use of an individual workstation thereby agree that, in the cases specified in section 8 and upon expiry of the permission to use the workstation, the workstation may be cleared and any mobile storage units in use may be opened and inspected by library staff on a regular basis. No explicit request to vacate the space or prior notice is required. Any personal belongings removed during a clearance will be treated as lost property and taken into safekeeping.
- The library accepts no liability for personal injury or damage to property caused by falling objects, nor for money, valuables, identity cards or other personal documents left at individual study desks.
- This regulation shall enter into force upon its publication.

Rules governing the use of individual study rooms (carrels)
- The University and State Library can provide study cubicles for long-term academic work.
- You can apply for a carrel at the circulation desk by presenting your library card. Allocations are made by the relevant subject librarian and are based on the order in which applications are received and the reasons given for use. Carrels may be used once the application has been approved by the ULB.
- The period of use is four weeks. For final-year projects, eight weeks are granted. In this case, a certificate from the university lecturer must be provided
- Use of the carrels is free of charge. Users are issued with a key to open the carrel. If the key is not returned by the end of the period of use, charges of
- 10.00 EUR for an overdraft of up to 24 hours,
- EUR 23.00 for an overdraft of up to 48 hours and
- 38.00 EUR for an overdraft of up to 78 hours
due.
In the event of any faults with the locking mechanism, please notify the staff at the circulation desk.
Charges and costs incurred in rectifying damage caused by improper use are governed by the relevant fee and charge regulations applicable to the University and State Library. The same applies to the loss of a key. - Personal belongings and items from the ULB’s collection that have been checked out to your own library account may be stored securely in the carrels whilst your access permit is valid. Items that have not been checked out must be placed on the return trolley provided on the same day.
- The library may revoke the user’s access rights if
- the study cubicle remains unused on three consecutive days when the library is open,
- media items that have not been checked out may be left in the study cubicle overnight, or
- the Carrel is used solely as a storage facility, or is used inappropriately.
Should it not be possible to use the service for compelling reasons, the user must inform the relevant branch library by telephone.
- Any user who takes a study cubicle into use thereby agrees that, in the circumstances set out in clause 6 and upon expiry of the permission to use the cubicle, the cubicle may be opened and cleared. No explicit request to vacate the cubicle or prior notice is required.
- Personal belongings removed during an eviction are treated as lost property and taken into safekeeping.
- The library accepts no liability for personal injury or damage to property caused by falling objects, or for money, valuables, identity cards and other personal documents kept in a study cubicle.
- This regulation shall enter into force upon its publication.

Regulations for handsets
- The ULB offers the option of long-term loans (Section 20(5) of the Terms of Use), which may also take the form of a reference collection.
- Handsets are provided on request from Eligible persons set up by the ULB. Full-time university lecturers at the MLU (tenured professors, assistant professors, adjunct professors with an employment contract, and retired professors) who have a permanent workplace on the university premises.
- The selection of literature for a reference collection is the responsibility of the relevant authorised person. When acquiring new books intended for reference collections, this is carried out in accordance with the procurement guidelines of the MLU by the ULB, which keeps a record of the acquisitions. Such acquisitions are funded from the beneficiary’s appointment-related literature budget (up to 40 % of the allocated literature budget), through the reallocation of the beneficiary’s equipment budget, or from suitable third-party funding (in accordance with the grant notification or an agreement with the third-party funding body in favour of the beneficiary). Current literature acquisition funds may not be used for reference collections.
- As a general rule, only literature relevant to research is included in a reference collection. A single copy of a textbook may be purchased for the purpose of preparing for teaching sessions. Exceptions to this rule are older holdings published before 1850 and serial publications (particularly journals and loose-leaf collections).
- The books in a reference collection form a reference stock and must be kept at the authorised person’s workstation. The books must be stored appropriately in terms of arrangement, shelving, protection against theft, exposure to sunlight, room temperature and humidity. The relevant subject librarian shall have access to the collection at any time, upon notification, in order to verify that it is being stored correctly.
- The reference collection may be loaned to authorised persons on a personal basis (Section 4(2) and Section 18(6) of the Terms of Use). The loan period is two years; an extension is possible following a review. Members of the working group are permitted to use the reference collection on site; sub-lending is not permitted.
- Titles included in the reference collection are marked in the library catalogues and can be requested by other ULB users (for use in the reading room only, for a maximum of 5 working days). Titles that have been reserved must be handed in at the counter of the relevant (branch) library by the authorised person or a designated representative within one working day and can be collected from there again after use.
- The books in a reference collection are subject to regular checks in accordance with general rules. If a title is found to be missing during two consecutive checks, it must be replaced using funds from the faculty or the person(s) responsible.
- Should the entitlement cease to apply within the meaning of paragraph 2, the reference collection shall be wound up and its holdings returned to the relevant (branch) library. The ULB shall retain a list of titles. Should the professorship be filled again with a comparable title, the newly appointed professor shall receive the list of titles from their predecessor’s reference collection and may select titles from it for the future reference collection.

Rules for borrowing cards
The following implementing provisions (in accordance with Section 27(1) of the ULB’s Terms of Use) are hereby issued in respect of Section 18(1)(g) of the ULB’s Terms of Use:
- All maps, map collections, atlases and wall maps may only be borrowed for use in the reading room for historical collections and maps at the University and State Library.
- Access may be subject to the condition of the item.
- Duplicate copies of maps published after 1870, as well as copies of maps, may be borrowed provided that a scientific purpose can be demonstrated.
- Copying of geographical material is prohibited. However, it is possible to have maps reproduced for a fee at the ULB Saxony-Anhalt’s photo centre, subject to copyright regulations.
- Cards are not available for interlibrary loan.

Use of daily and weekly newspapers
The following implementing provisions (in accordance with Section 27(1) of the ULB’s Terms of Use) are hereby issued in respect of Section 18(1) of the ULB’s Terms of Use:
- Daily and weekly newspapers from the current year are available for use in the periodicals reading room without restriction.
- Daily and weekly newspapers from previous years are held in the stacks. Where available, microforms of these are made available to users in place of the originals.
Newspapers with a publication date prior to 1965 are being prepared for microfilming for the purposes of preserving the collection and, as a general rule, the originals cannot be borrowed. Where microforms are not yet available, originals may, for reasons of collection preservation, only be made available for use in the reading room in exceptional cases and upon presentation of a scholarly purpose.
Authorisation is granted by the Director or the Head of the ULB’s User Services Department. - For reasons of collection preservation, we are unable to accept orders for reproductions of daily and weekly newspapers from past years. However, we can provide enlarged prints on paper from microfilmed newspapers.

Policy on the use of test materials
The following implementing provisions (in accordance with Section 27(1) of the ULB’s Terms of Use) are hereby issued in respect of Section 18(2) of the ULB’s Terms of Use:
- The collection of psychological tests and other psychological resources forms part of the ULB’s holdings.
- The collection may be housed at the ULB or in its branch libraries. For special locations, arrangements may be made in the same way as for the reference collections.
- The ULB’s current terms and conditions of use apply to the use and borrowing of materials. The loan period for exams is 7 days. These materials cannot be borrowed via the interlibrary loan service.
- Restrictions on access to test materials
Access to and use of test materials is restricted exclusively to professionally qualified individuals who have completed a relevant university degree and are regarded as members of the university in accordance with Section 4 of the Basic Regulations of Martin Luther University Halle-Wittenberg. Verification of eligibility is carried out via the user status held with the University and State Library of Saxony-Anhalt and via the university’s directory of contacts.
Students and other interested parties must provide written authorisation from the relevant institute or employer. - The practical procedures for registration and borrowing are published on the ULB website and on the websites of the branch libraries, in accordance with their specific circumstances.
- The marking material included in the tests is provided for illustrative purposes only and must therefore not be reproduced. Test materials required to sit a test can be obtained directly from the publisher. Please note the relevant publishing and copyright laws.

Rules for the reading room for historical collections and maps
- Please present your user card at the counter without being asked.
- Please show all copies and items you have brought with you without being asked when entering and leaving the reading room.
- In accordance with the rules of use, coats, hats, umbrellas, bags and similar items must not be taken into the reading area. In the reading room for historical collections and maps, food, as well as sharp and pointed objects, are also not permitted. Lockers are located in the corridor to the right of the reading room’s entrance door.
- The reading room is a quiet area. Please speak only in a whisper and set your mobile phone to silent.
- Orders for old and rare prints (16th to 19th centuries) are placed via the catalogue. The items are borrowed into the reading room in the name of the person placing the order. In the case of manuscripts, incunabula, estates and other special materials from the historical collections, these will only be registered and made available following a prior written request, provided that an order via the catalogue is not possible. Please submit written requests at least three working days before your intended visit to the reading room via historische-sammlungen@bibliothek.uni-halle.de to be submitted. Up to five items may be reserved in advance.
- Certain items are excluded from use, or their use is restricted, for conservation, legal or other reasons. This applies in particular to manuscripts held in the vault, oversized items and certain estates.
- The items issued must be handled with particular care:
- First-time visitors to the reading room will receive specialist advice and an introduction to the proper use of the collections. The staff’s instructions regarding use are binding.
- Only pencils are permitted for writing; ballpoint pens, felt-tip pens, fountain pens, highlighters and similar items are not allowed. Writing in or on the exhibits and wetting your fingers to turn the pages are prohibited.
- The use of laptops and tablets is permitted, except for taking photographs (see No. 13).
- When handling manuscripts, incunabula and rare prints, as well as works with fragile bindings, please use the foam pads and lead strips, which can be combined as required. These are available at the counter. Please do not forcefully open tightly bound volumes. Touching the text or decorative elements is not permitted.
- You may only handle historical materials with clean hands. Where necessary, it is advisable to wear cotton, latex or vinyl gloves, which are available at the counter.
- The historical collections and special materials must be consulted at designated reading areas.
- The existing order of individual sheets (e.g. in estates and collections of fragments) must not be altered. If the existing order is clearly incorrect, please inform the staff.
- Special examination methods (e.g. for identifying watermarks) are only permitted with the prior approval of the Head of the Historical Collections and Maps Department. The necessary equipment, such as light boxes and UV lamps, will be provided by library staff.
- Staff are authorised to check that items are intact in the user’s presence. If there are reasonable grounds for doubt, the user’s account cannot be credited. If work on an item is interrupted, even briefly, it must be locked away.
- You are not permitted to make your own copies of items in the collection that are more than 100 years old. Digital reproductions can be produced by placing a photo order. A reproduction request may be refused for conservation or legal reasons. The provisions of the schedule of fees and the ULB’s price list apply.
