Deposit Copies

As the regional library of Saxony-Anhalt, the University and State Library (ULB) of Saxony-Anhalt is assigned to collecting and archiving all printed products published in the state of Saxony-Anhalt, including electronic publications. The University and State Library of Saxony-Anhalt thus takes responsibility for collecting, cataloguing, analysing and archiving printed works and net publications for reasons of conserving the printed and digital cultural heritage of Saxony-Anhalt.

Legal Foundation

The legal basis for this duty is laid down in §11 of the Press Law of the Federal State of Saxony-Anhalt, as well as its amendment by the announcement of May 2, 2013.

“Printed works within the framework of this Act are all writings, sound recordings, pictorial representations, musical works and other data carriers containing information, that are produced by means of a reproduction process suitable for mass production and are intended for distribution.”

“Of every printed work (view § 6) which is published within the area of application of this law or which names as place of publication a place within the specified area (even in addition to another place), the publisher shall deliver one copy free of charge to the University and State Library of Saxony-Anhalt in Halle within one month of publication (deposit copy). Sentence 1 shall apply the same to the printer or other manufacturers should the printed work have no publisher.”

“For digital publications, paragraph 1 shall apply the same way, with the additional condition that anyone who distributes the data carrier in question, like a publisher or equivalent printer or other producer according to paragraph 1 or is entitled to make the digital publication in question publicly accessible and has its registered office, a place of business or the main place of residence in Saxony-Anhalt shall be obliged to deliver the data carrier. Delivery shall be made in accordance with the rulings of paragraph 2. The University and State Library of Saxony-Anhalt, in conjunction with the German National Library, shall determine the technical standards to be upheld in the delivery.”

The further terms of delivery are regulated in the “Decree about the implementation relating to the deposit obligation of printed works and digital publications” dating to December 17, 2010.

“The delivery of printed works and digital publications relating to Section 11 (1) and (6), first sentence, of the State Press Law (“Landespressegesetz”), as amended on March 20, 2010, shall be made by those obliged to deliver (publishers, printers or other producers) without prior being requested to do so.”

Collection Guidelines for Electronic Deposit Copies

 

Collected are

 

  • Publications issued by counties, townships or community associations
  • Publications of public interest issued by companies and institutions
  • Online job printings having the form of representations about the history of institutions or public associations/societies
  • Parallel net publications: pre-prints and post-prints that differ from the final version as well as publications related to physical media
  • Online newspapers and magazines
  • E-books
  • Cartographic works
  • Musical works (sheet music)
  • all elements, software and tools that, in physical and electronic form, are recognizably part of the net publications subject to collection

 

Please note: Film works, radio productions, audio files and websites are not collected.

Public Access to Digital Publications

The authors or publishers of the digital publications may determine the form of public access for their work as following:

 

  • Unrestricted access to publication on the Internet
  • Restricted publication within the limits of the network of the Martin Luther University Halle-Wittenberg
  • Restricted publication within the limits of the network of the of the University and State Library of Saxony-Anhalt
  • Restricted publication limited to selected computers

Options of Delivery

  • Delivery of the digital publication as a PDF, ePub or TIFF document by e-mail to the University and State Library (ULB), including a statement concerning the right of distribution
  • Information by e-mail containing the URL of the net publication for collection by the ULB
