Overview

Regulatory Statutes

Accoding to § 27 of the above-mentioned Regulations for Use, the following supplementary implementation regulations have been issued by the Directorate of the ULB:

  1. The University and State Library (ULB) can provide individual workstations for permanent academic work to a limited extent.
  2. An individual workstation can be requested from the library staff at the corresponding circulation desk by request and presentation of the user card. In the case of a PhD, a certificate of the PhD process has to be presented. The assignment is carried out by the responsible branch library management and is based on the order, in which applications are received as well as the reason for usage request. The use of individual workstations is possible only after confirmation of the application by the ULB.
  3. The regular period of use is six months; a one-time extension is possible. An extension beyond that point will, if any spacey are available, be made by drawing lots .
  4. The use of individual workstations is free of charge and must be reported to the staff at the circulation desk each day of use. If, for compelling reasons, use is not possible for more than two weeks, users are obliged to inform the relevant branch library by telephone or e-mail.
  5. Occasionally, users can be issued keys for roll containers. These always have to remain at the circulation desk.
  6. Fees and costs incurred for repairing damage caused by improper use are regulated in the University and State Library’s fee schedule. The same thing applies to the loss of a key.
  7. Private items as well as media from the ULB’s stock, that are registered to the user’s own loan account, can be stored at the individual workstations for the duration of the usage permit. Media, which is not loaned, has to be returned to the shelf on the same day.
  8. The library reserves the right to cancel the usage permit if
    • the individual workstation remains unused for more than two weeks,
    • unloaned media are stored at the individual workstation overnight, or
    • the individual workstation is only used as a depository or is used improperly.
  9. All users who receive an usage permit for an individual workstation by accepting declare their agreement that in the cases mentioned under point 8 and/or after expiry of the usage permit, the individual workstation can be cleared and any roll containers used can be opened and checked regularly by the library staff. No explicit request for eviction or prior notice is required. Private items removed during an eviction will be treated the same as lost property and taken into storage.
  10. The library is not liable for personal injury or property damage caused by falling objects, nor for the supervision of money, valuables, ID cards and other personal documents kept at the individual workstation.
  11. This regulation comes into effect by publication.

    1. The University and State Library can provide carrels for permanent academic work.
    2. A carrel can be requested at the corresponding circulation desk by presenting your user card. The assignment is carried out by the responsible subject librarian and is based on the order, in which applications are received as well as the reason for usage request. The use of Carrels is possible only after confirmation of the application by the ULB.
    3. The regular period of use is four weeks. For the preparation of final theses, eight weeks are granted. In this case, a proving document from the university counselor, who supervises the thesis, must be submitted.
    4. The use of the carrels is free of charge. The user will be handed a key to open the carrel. If the key is not returned on time at the end of the period of use, charges of
      • 10.00 EUR for an overdraft of up to 24 hours,
      • 23.00 EUR for an overdraft of up to 48 hours and
      • 38.00 EUR for an overdraft of up to 78 hours.

      are due. In case of malfunctions of the locking mechanism, the staff at the circulation desk has to be immediately informed.
      Fees and costs incurred in repairing damage caused by improper operation are regulated in the University and State Library’s fee schedule. The same thing applies to the loss of a key.

    5. Private items as well as media from the ULB’s stock, that are registered to the user’s own loan account, can be stored at the carrels for the duration of the usage permit. Media, which is not loaned, must be deposited on the same day on the return trolley provided.
    6. The library reserves the right to cancel the usage permit if
      • the carrel remains unused for three consecutive opening days,
      • unloaned media are locked in the carrel overnight, or
      • the carrel is only used as a depository or is used improperly.
        If, for compelling reasons, it is not possible to use the carrel correspondingly, the user is obliged to inform the relevant branch library by telephone.
    7. All users who receive an usage permit for an individual workstation by accepting declare their agreement that the carrel can be opened and cleared in the cases mentioned under point 6 and/or after expiry of the usage permit. No explicit request for eviction or prior notice is required.

  1. The ULB offers the possibility of long-term lending (§ 20 Para. 5 of the Library Regulations), which may also take the form of creating a personal reference collection.
  2. Reference collections are set up by the ULB upon application of authorised persons. Authorised are full-time university teachers at MLU (appointed professors, junior professors, associate professors with employment contracts, retired professors) who have a permanent workplace on university premises.
  3. The selection of literature for the indicvidual reference collection is the responsibility of the requesting person. Should the purchase of new books be intended for the reference collection, the acquisition will be carried out (in accordance with the MLU procurement guidelines) by the ULB, which will then inventory the acquisitions. Such purchases are solely financed by the entitled person’s endowed literature funds (may not exceed 40 % of the literature funds)This occurs by reallocating the corresponding person’s material funds or by financing from suitable third-party funds (in accordance with the notice of grant or agreement with the third-party funder for the benefit of the corresponding person). Current literature acquisition funds cannot be used for reference collections.
  4. Generally, only literature relevant to the corresponding research subject is to be included in the reference collection. Textbooks may be purchased for the preparation of courses as just one copy . This regulation does not apply to works published before 1850 or serials (especially journals, loose-leaf publications).
  5. The books encompassing the reference collection constitute a non-circulation collection and are to be kept at the workplace of the corresponding person. The books are to be stored adequately in terms of placement, shelving, protection against theft, exposure to sunlight, room temperature and humidity. The responsible subject librarian has to be granted access to the stock at any given time after registration in order to convince himself/herself of proper storage.
  6. The loan of the materials included in the collection is registered to the authorised person (§ 4 Para. 2 and § 18 Para. 6 Usage Regulations). The loan period is 2 years; an extension is possible only after revision. On-site use of the reference library by other members of the working group is permitted; sub-lending is not permitted.
  7. The titles included in the reference collection are specifically marked in the library catalogues and can be ordered by other users of the ULB (but only for use in the reading room for a maximum loan period of 5 working days). Reserved titles are to be handed in at the counter of the responsible (branch) library by the corresponding person or another authorized person within the span of one working day and can be collected there again after the usage period has ended.
  8. The books in a reference collection are subject to regular revision being performed according to generalized rules. If a title is found to be missing during two successive revisions, it has to be replaced using the funds of the faculty or the authorised person.
  9. If the entitlement (view point 2) ceases to exist, the reference library is dissolved and its holdings are to be returned to the responsible (branch) library. The ULB then keeps a list of all titles. If the professorial position is refilled including a comparable denomination, the newly appointed person receives the title list of the predecessor’s reference collection and can select titles from it for hos or her own future reference collection.

With regard to § 18, para. 1 g. of the ULB’s Regulations for Use, the following implementing regulations (pursuant to § 27, para. 1 of the ULB’s Regulations for Use) are issued:

  1. All maps, map series, atlases and wall maps are only lent for usage to the reading room for historical holdings and maps of the University and State Library.
  2. The possibility of granting use may be dependent on the state of preservation.
  3. Duplicates of maps published after 1870 as well as copies of maps can be loaned out, nut only if a scientific purpose can be proven.
  4. Copying of geographical material is prohibited. However, it is possible to have reproductions of maps made via the Copy Service of the ULB Saxony-Anhalt (in accordance with copyright regulations).
  5. Maps are not available for interlibrary loan.

The following implementing regulations (according to § 27, para. 1 of the ULB’s Library Regulations) are issued in relation to § 18, para. 1 of the ULB’s Library Regulations:

  1. Daily and weekly newspapers of the current year are made available for use in the reading room for periodicals without any restriction.
  2. Daily and weekly newspapers of previous years are stored in stacks and consequently have to be ordered. Should Microforms of these be available, they are primarily given to the user instead of the originals.
    Newspapers published before 1965 are prepared for filming (for reasons of long-term preservation) and thus cannot be borrowed in their original form. Should no microforms be available, originals can only be released for use in the reading room by way of exception for reasons of preservation and by proof of a scientific purpose.
    Approval is only to be granted by the director or the head of the ULB’s user department.
  3. Orders for reproductions of daily and weekly newspapers from previous years cannot be offered for reasons of preservation. However, back enlargements on paper of filmed newspapers are possible.

The following implementing regulations (pursuant to § 27, para. 1 of the ULB’s Regulations for Use) are issued in accordance with § 18, para. 2 of the ULB’s Regulations for Use:

  1. The collection of psychological tests and other psychological working materials represent a part of the ULB’s holdings.
  2. They may be set in the ULB or in one of its branch libraries. For special locations, it is possible to make arrangements similar ot the ones for individual reference collections.
  3. For usage and lending the library regulations of the ULB apply. The loan period for tests is 7 days. Interlibrary loan is not possible.
  4. Restriction of access to test materials
    Access to and use of test materials is restricted exclusively to professionally qualified persons who have completed an appropriate university degree and are considered members of the university according to § 4 of the basic regulations of the Martin Luther University Halle-Wittenberg. Legitimation takes place via the user status at the University and State Library of Saxony-Anhalt and via the communication directory of the university.
    Students and other interested parties require a personal written legitimation from the respective institute / employer.
  5. The practical procedure of legitimation and borrowing is published on the internet pages of the ULB as well as on the pages of the branch library following their structural conditions.
  6. The evaluation material included in the tests serves only as a sample and may therefore not be reproduced. Test material for actually conducting a test can be obtained directly from the publisher. Please note the thereby associated publishing rights and copyrights.

  1. First, please present your user card at the counter.
  2. When entering and leaving the reading room, please show all copies and works you have brought with you.
  3. According to the regulations of usage, coats, hats, umbrellas, bags, etc. may not be taken into the usage area. In the reading room for historical holdings and maps, additionally, any food as well as sharp and pointed objects are not permitted. Lockers are located in the corridor to the right of the reading room entrance door.
  4. The reading room is a quiet area. Please speak only in a whisper and turn your mobile phone on silent.
  5. Old and rare prints (16th to 19th century) can be ordered via the catalogue. The respective titles will then be lent to the reading room registering to the person placing the order. Concerning manuscripts, incunabula and estates as well as other special materials of the historical collections, they will only be booked and made available after prior written request should a catalogue order not be possible. Please submit written orders at least three working days before your intended visit to the reading room via historische-sammlungen@bibliothek.uni-halle.de. Please note, that only up to five objects can be reserved in advance.
  6. Certain objects are excluded from use for conservational, legal or other reasons or therefore can only be used to a limited extent. This applies in particular to vault manuscripts, oversized media and certain estates.
  7. The issued objects are to be handled with special care:
    • First-time visitors to the reading room receive professional advice as well as an introduction to the adequate use of the holdings. The staff’s instructions for use are binding.
    • Only pencils are permitted for writing; ballpoint pens, felt pens, fountain pens, highlighters, etc. are not permitted. Writing in and on the objects and wetting the fingers to turn pages are prohibited.
    • The use of notebooks and tablets is permitted, with the exception of taking photographs (cf. No. 13).
    • For manuscripts, incunabula and rare prints as well as for works with fragile bindings, freely combinable foam pads and lead snakes are to be used. These are available per request at the counter. Tightly bound volumes are not to be bent open by force. Touching the writing and decorative elements is not permitted.
    • Work with historical materials is only permitted with clean hands. If necessary, it is recommended to wear cotton, latex or vinyl gloves, which are available at the counter.
  8. The historical holdings and special materials are to be used at specifically designated workspaces.
  9. The existing order of individual sheets (e.g. in estates and fragment collections) may not be changed. If the found order is obviously incorrect, please inform the staff.
  10. Special examination methods (e.g. for determining watermarks) are only permitted with the prior approval of the Head of Department for Historical Collections and Maps. Appropriate aids such as luminous foils and UV lamps are then to be provided by library staff.
  11. The staff is entitled to check the integrity of the loaned objects in the presence of the user. If there are justified doubts, the user account cannot be discharged. If work on an object is interrupted only briefly, the object has to be closed.
  12. Users are not permitted to make their own photocopies from holdings older than 100 years. Digital reproductions can be made by placing a reproduction request. A reproduction order may be refused for conservational or legal reasons. The designations of the fee schedule as well as the ULB’s list of charges apply.
